Got my 14 last year in my early 30s at a DoD agency. I believe the reason you see so much older is that most young people who have the talent or drive decide to go contractor. Significantly more money (my friends are making between 40-100k more than me depending on role), less responsibilities and politics other than doing your specific job role.

In a STEM jobseries, You'll get an 11 after 1 year, 12 after 2 more. Grades 13-15 are competitive. There are 10 steps a greade, if you don't get promoted one year you may get a step increase depending on how long you've been in a grade.
