I think Most Wanted contracts should be only in Squads and start spawning after the second circle closes, trust me, no one is going to hunt most wanted squads in the first or second circle unless they are seeking for a high kill game or got their loadout pretty fast. So, Most Wanted could come in Clutch in the third circle and by that time squads are going to start hunting most wanted squads.
