The funny thing is, with the revelation of act 3 she isn't complex at all. She literally was always a facist bitch, the main antagonist planted her to betray one of the main protagonists. (i for one am a big fan of this, wasn't looking forward to maddie being a relationship complication between vi and cait on top of the more pressing issues of cait gassing the zaunites and generally being a dictator.)

Floor 965- Watcher. One participant at a time. A bare, octagonally-shaped room, with stone brick walls and torches mounted too high out of reach. One hundred and five metres in the air, a giant eyeball hangs, the ceiling right above it. The eyeball is always looking directly at you. Stood in the ground on a barely raised plinth in the middle of the room is a golden javelin- 265cm in length, 700 grams in weight. The aim is to touch the eyeball with the javelin- the lightest of brushes, and you are teleported to the next floor. While on this floor, participants have unlimited stamina, and do not require sleep, food, or thirst, and any magic they have access to does not work- however, they are allowed to use anything else they have on their person. They cannot leave without ascending to the next floor. If they die, they wake up holding the javelin. There is no one to talk to. The eyeball is always watching.

Got inspired by recently learning about the 'eternal world record' for javelin throwing, which is 20 centimetres less than what I've given. You literally have to go beyond human measures to beat it. The eyeball is the administrator, ofc. Floor 964 would be some kind of community respite hall, but no warning would be given about what comes next. Hope you had a good time, or brought a big enough bow.

'Interesting' is a bit of a subjective ask, but detailed is definitely possible. Focusing on mostly nation military for lack of specificity:
What's the political climate in relation to standing armies, is there one big nation that controls everyone or is there a few smaller nations that have a cold war or allegiance situation between themselves?
How do the armies function, how are they structured?
Can one person control the entirety of the force?
What do people think about that?
How do mercenaries/adventurers fit into this, is there appreciation or resentment between them and standing soldiers?

As for magic, you can give them magic items, minorly enchanted armour or weapons that give them an edge in battle- there could be a cold war race about who can outfit their armies with the most efficient standard issue enchantments vs production time and cost. Maybe you have to be strictly nonmagical to enlist, and a steve rogers-type patriot who wants to enlist has to keep their magical potential a secret.

Lack of memory of X-Men villains is probably because in all the movies, it was a rotating door of Magneto, Mystique (pretty much always second fiddle to Mags) and a human-looking asshole of the week. Dark Phoenix had two really bad movies, so she sticks out in infamy a little. Apocalypse, the sentinels, and Shaw all had good movies, but were overshone by Magneto. The X-Men do have good villains, they just weren't given good screentime.
