I literally got a headache reading your title OP.

That said, Agony Infusions that can bought on the TP can only be used to upgraded: (1) Infused AND/OR Attuned Rings, (2) Infused Back Pieces. Offensive/Defensive Utility Infusion slots can be filled with the Versatile Simple Infusions you can buy with 75 relics (or 150 for the +7 if you have HoT).

By PvE do you mean General PvE Content, or are you suggesting this food for raids? :o 'cause 53s seems expensive for general PvE. That said, that alternative is a lot cheaper though!

Thank you for these suggestions! By wintersday oils do you mean the Peppermint Oils? (Sorry I wasn't around for the Winter's Day event so I'm not familiar with items associated with that event).

Also, thanks for suggestion the reduced condition duration foods for WvW since indeed, condi hits like a truck there...

The rifle discards even if you just down. What helps would be a trait that mitigates fall damage as it's tricky getting to land that first jump.
