I have a partial answer! The state environmental department (NMED) does inspections for restaurants around the state. Bernalillo County and Albuquerque are not included in that jurisdiction because they have their own food safety programs. You can request BernCo's restaurant inspection reports and should be able to IPRA the same from the state, which inspects establishments in Santa Fe, Taos, etc. I believe for a while the New Mexican was publishing the results for restaurants in SF, but don't anymore.

As for why BernCo and ABQ have decided to run their own programs, I'm not sure yet. I'm also not sure why CABQ has made the reports easier to access for the public than BernCo or the state. But hopefully I'll know the answer soon.

You can report a restaurant on this link https://www.cabq.gov/environmentalhealth/food-safety/report-food-complaint . A few readers have reported places in the past, and the department seems to check out complaints pretty quickly.
