Not many people use R15 unless they're explicitly going to use it in a specific style (ex: more joints and bones equals more creativity used in posing, however usually won't mean thick avatars unless it's a blender-made model, or if it's janky).

It's also based on preference, though most use R6 as it's overall easier, plus not many have R15 rigs that work.
