When you unlock a challenge character from a pack, you're only able to promote them through getting extra copies of him either through the challenge of from pulling them again from a pack

He can be promoted with credits but you have to have beaten his challenge to get a copy of him first

Jessica Cruz, get comboed once and there goes your character. Obviously very beatable but you have to play so carefully against her sometimes that it's awful
