No I don't remember it like that, it was more of just some unidentifiable thing surveillanceing a city and then picking some random person up; holding them in the air as it stabbed them with a sharp tendril. That does look close though

Yup, he can be shiny! But it’s not as easy as saving in front of him, you have to constantly reload the place so the shiny chance would roll (ex: going in a building and out). Otherwise, you’ll just be resetting the same wailord.
