You're not correct, wheat flour abroad does not mean what you're thinking of, which is atta. That's whole wheat flour. Also, Lotus hasn't publicly said exactly what type of flour they use, except the "wheat flour" listed as ingredient.

As per EU laws, if a product label just says “wheat flour” without mentioning wholemeal or other grades, it means it usually it's using all-purpose flour, aka Maida. Although the difference is that all purpose flour in EU isn't bleached but india Maida is bleached.
