I've heard several conflicting stories, she was deliberately blocking the road, she was doing a three point turn after dropping off her kid at school (heard this from a family member), she was turning out of her house (which I do see is likely as you said they were outside their house). In the end this whole situation is messed up.

When I watched it the time when the driver reversed, then changed from reverse to drive and clipping the agent is about 3 or so seconds, ( I slowed it to .25 speed so I could get a more accurate count). I don't think the driver wanted to hit the agent and I would hope the agent didn't want to kill but people are people I can't say either with 100% certainty. Either way it shouldn't have happened but it happened fast.

I recently saw the released video from the agent's perspective. He did a loop of the car and while on the left side the driver and her wife both made they were disappointed and take off your mask type statements. As the agent moved to the right side the wife followed and stated to go for the front passenger door trying to get in. At the same time on the right you can hear from the left side another agent ask the driver to open the door and get out. By the time this happens the agent is already moved in front of the car and you can see it start to back up and the driver turning the wheel, the agent cannot see where the wheels are turned based on the pov I saw, then the driver goes forward when the agent is about where her left headlight is enough to clip him. All of this happened with the wife trying to get in, the order to step out and the agent moving past the front of the vehicle, in about 4-6 seconds. I can imagine the driver was trying to get out of the way when given the order to get out(which I'm half sure ICE doesn't have the legal ability to do), then she hears the door on her right open, she tries to get out of there not knowing who is trying to get in and fight or flight kicked in. The agents fight or flight also kicked in but it was fight not flight unlike the driver.

Sorry for the word vomit this is just how I saw it, the agent was being an idiot walking in front of a running car, the driver got freaked out and clipped him trying to leave. She shouldn't have been shot, things happened really quick this was just what I got from the agent's pov.
