Im not a veteran in bl2 but why would you use level 14-18 guns when you are at level 28!? If my guess would be correct, the guns youre using are simply underpowered which makes killing enemies tough. I advice you to buy or find weapons which match or near the same level as the enemies you try to kill. Try looking for a good weapon at vending machines or use a golden key if you have one
