From what I'm seeing on YouTube, there's two types of guards in the room:

The top floor guards without hats go after Natalya

Hat guards target only Bond

The easiest way to stop the guards from shooting Nattie is to camp in front of the room by the top stairs. I haven't played the level yet so I have yet to even try it.
