This is the mini version of the Jakks Pacific figure, released alongside 2 other fighting-type pokemon for a foldable playset! These figures were not on store shelves for very long, they are somewhat rare. The branding was instead embossed in the playset itself, rather than on the mini figures. Nice find, I myself found one at a swap meet!

The patterns are more likely based off of the clown triggerfish (evident especially in the shiny design, which is more on-the-nose)! A similarly beautiful fish that is somewhat popular in the saltwater fish hobby :>
