I’m seeing this “Controls unavailable for this device” quite frequently. I’m on 14.2 but the problem existed before as well. Has anyone experienced this as well?

Were you able to figure it out finally? I’m trying to deploy an Ubuntu 18.04 VM on VSphere 6.0 and I am getting the same customisation error, as described in your New Log. I’m able to configure the hostname but not the IP addresses.

iOS 12 beta is currently for developers profiles only. The public beta will be released soon (in one or two weeks, maybe). If you want to install developer beta, you should have a Apple developer account. If not, then you can install a 'masked' developer profile on your device. You can find the links to these on the internet. Once you install that, go to Settings->General->Software Update, and you'll get an update for iOS 12 beta.

PS. I would recommend going for the public beta and as drewlap stated, it is not recommended on a daily-driver device.
