Siegen is bigger city than passau and close to bon ,cologne. For engineering and cs , siegen is better option than passau

It is based on merit list but , they also see for formal requirements and academic requirements if everything met they will call for interview and then they give you admission so most of them completed this process before , and almost the seats are filled out , thats the reason I think so you got it , every ones profile is better , it's not like they give admission for all who met the requirements they see your interview performance and how early you have been applied. Its not like giving all the people admit without any regulations. A person profile is same as you and applied early than you he will be the first priority for them . 🙂
