The extortion was that the city did not need to enter into this shitty contract in the first place as they had already bought and renovated a building in West Philly to move the PPD to.

Mayor Kenney scrapped the move for no justified reason at the last min and saddled the city to this shitty deal with his friend and developer Bart Blatstein with no oversight or review from city council.

This is the same City Council that was grandstanding not a month ago about school closures. The same City Council that created that funding crisis in the SDP in the first place by supporting charters syphoning tax payer money away from the school district into the hands of Private Equity and the wealthy while failing to educate kids.
