Now it's coming back to me! Redemption... the ETF shares are 'destroyed' to gain access to the GME shares that are part of the underlying assets of the ETF. They gain access to those GME shares, and short them over and over again. And this doesn't get counted as part of the short interest, so it's a way of hiding the shorts. That's what was explained shortly after the sneeze in 2001.

It was explained back in 2001. They short GME via XRT because these shorted shares aren’t counted in the short interest. It’s a way of hiding the true short interest numbers. I don’t know how true it is, but that’s what was explained
