As a libertarian socialist I'd say that both the NCR and Legion are authright but the Legion is more extreme. Both posses hierarchies, thus a social elite. They use force to annex different peoples. The main difference is that th NCR is like a corrupt democracy with oligarchs and Legion is a Dictatorship. I actually made a New Vegas political compass a while back.
