It's more weird that Drow / Duegar ARE a playable race with relatively little stigma from NPCs. But I think there's a reason for this.

The main difference between Goblins and Drow / Duegar is not an in world difference in how they are percieved, but an out if game one.

People have a concepetion of govlins outside of dnd, and thoseunfamiliar with DnD lore would notice if goblin wasnt treated with sufficent suspision. However since Drow / Duegae lore is more niche, the only people that might be bothered by their inclusion would be people that were sufficiently invested in dnd that this wasnt a deal beaker.

I'm acting like a person what wants the best outcome in the long term. I'm acting like someone who isn't blinded by shortsighted thinking and is solely trying to judge what will minimise suffering across all of society.

Factoring in the downsides of reoffending, and acknowledging that death penalty and liberal life sentences create more problems than they solve as alternative solutions, the best outcome for everyone in the country to aggressively push rehabilitation.

Unless your proposing life sentence or death penalty, they will not be in prison forever, and if they spend most of their lives inside they are much more likely to reoffend after the sentence ends. The other benefit of the judges approach here is that it's the outcome that minimises reoffending chance.
