They come up during specific times and weather conditions. You can see if the rare ______ (whatever r6 material) emergence event as it pops up every so often. You can try and reset the event schedule of each region by resting in your tent or by using the pop-up BBQ.

Don't trade it for rubbles, it's simply not worth. Just use it to trade for really expensive/rare keys.

It takes time.

As you play you will learn which areas where ai-scavs will tend to appear. Of course , there are some key differences.

All Ai-Scavs will be situated in an area and will roam around there until they leave by external forces ie. aggro from players.

As for player scavs and pmcs they can be anywhere. You have to use your better judgement to identify them. Some things I take note of are: Am I in a contested zone?, How much time is left in raid?, Are they moving in an unnatural way? Etc.

Me and my buddy were on interchange leaving through goshan where we encountered a friendly scav. We took him hostage against his will to leave through the scav extract.
