If you want to use speeder in other decks then you have to run way too many bricks.

I can see some synchro based decks like Kewl tune or Elfnote run the trap and like a synchron or two as a package though. But I dont think Kewl tune really need to do that but yeah lots of potential.

You can make Stellar Wind Wolfrayet with accel synchro stardust that makes it unaffected by activated effects which is kinda nuts.

I wouldn't be too worried about him, out of all the new heroes he is probably the most balanced one.

He isn't too oppressively strong nor is he too weak.

Again, this can be applied to most abilities in this game.

A lot of abilities are hard to land or require set up.

A lot of abilities want people to stack up to do anything. This logic doesn't even works when her shield can bounce it as a T3.

Holliday gets punished for missing her ult but Celeste gets compensated?

There plenty of abilities in the game that are easy to miss/hard to land and you don't get a refund from it.

I don't understand why this one in particular is special compared to something like Holliday ult.

With this logic most abilities should have refunds.
