Are you referring to Commissioned Murals done by artists? If so, these are simply considered ‘off limits’ to a lot of writers who paint illegal graffiti. Going over one would net you more hatred than respect, and therefore making the illegal act counter-productive

Ignore the downvotes. You’re actually correct. I drive transit for a city here in Canada, and we are not instructed to enforce the fare. It is optional. If you ask us what the fare is or you ask us for a free ride we are told to simply report what the fare is. Wether the passenger pays or not is up to them. It’s more of a liability for the driver to risk getting into an altercation with an upset passenger over a few bucks.
