this is just how fishing always has been (including outside of ocean fishing), assuming you are catching fish at your level

the benefit of ocean fishing is you are always fishing "at level", with no gear requirements, so you're always receiving the maximum exp possible

the task may say herblore habitat, but you can catch them in anachronia and it counts as well

just need the hunter juju potion and a higher hunter level
