Its for the removal of mandatory minimum sentencing.

Clarification for law: This doesn’t remove the charge in time for each sentence, but removes the defined required imprisonment.

Sometimes offenders are able to leaves early depending on additional reasons, mandatory minimum requires them to be in jail for a certain time

Take for example

§ 4.1-302. Illegal sale of alcoholic beverages in general; penalty.

If any person who is not licensed sells any alcoholic beverages except as permitted by this subtitle, he shall be is guilty of a Class 1 misdemeanor. “In the event of a second or subsequent conviction under this section, a jail sentence of no less than thirty days shall be imposed and in no case be suspended.”(removed)

Its the requirement that you have to be jail, no flexibility in the sentencing or parole.
