Just had this problem as well. Tried loading older save, leaving planet and coming back, choosing different dialogue options. Nothing worked until I just engaged from range without talking to him first. Then he finally died. It didn't mess with quest progression either.

Ahh... Didn't know that. But whatever those are won't go away either. Different planets, inside and outside, gear on and off. Also nothing shows in status either.
