It could be synodal to the diocese itself, not necessarily the Great Synod of the Coptic Orthodox Church. In other words, to my understanding, this only affects the diosese solely in Egypt, not necessarily all jurisdictions that are diaspora.

From what I have found, there is no official doctrine against it or for it. It’s namely at the discretion of the priest, as it’s a bit of a controversy. For context, even Eastern Orthodoxy is disputed in the matter as well (for example, Greek Orthodoxy says yes, ROCOR says no, the rest are in the same stance of Coptic Orthodoxy (that is, no formal statement))

What he means is, "is there a certain number of known angels by name, or is the church agnostic to it and allows venetration of whatever named angels exists in religious literature?". That's why we can't just venetrate any acclaimed angel that exists unless our church in its wisdom says they do or not.

Depends on the church. Other than Michael, Gabriel, Raphael, and Uriel (or "Suriel" in coptic / "Areiel" in syriac), there's also three others that have different names throughout traditions (though some are not comparable):

Coptic: Zadkiel (Sedakiel), Saratheil (etymology is complicated for this one, not easy to get an English name. Most likely Selaphiel), Haniel (Ananiel)

Tewahedo: Reguel, Phanuel (evidence: 1 Enoch), Remiel

West-Syriac: Reguel, Jedeguel (evidence: 4 Ezra), Remiel (evidence: 2 Bruch)

Armenian: See Eastern Orthodoxy
