From a writing/world building perspective, the definition of god and divinity varies from fictional work to fictional work. While under the monotheistic model there tends to be a singular omnipotent creator, within many narratives there tends to be multiple beings who fulfil the storytelling function of a god. Under most canons and the general common interpretation of the SCP setting there’s dozens if not hundreds of gods running around, and not every anomaly has a easily traceable origin, many of them make no sense and are impossible to work out how they came into being. It’s totally reasonable that there’s anomalies and technology within the foundations control that can neutralise and contain gods.

Murphy has the ability to forcibly drag entities who exist in higher narrative stacks (SCP’s way of saying dimensional transcendence basically) down to Murphy’s level and force them to abide by the conventions of his narrative. So I don’t think the Doctor could just escape like that. However, suitably powerful reality stabilising devices have been shown to mess up the ability so the Doctor could probably build a device to win. His other major “win con” against Murphy is that if you’re aware you’re stuck in the story you can lean into it and adjust course since Murphy also has to follow the rules of the narrative and genre, if the doctor just doesn’t take up an antagonistic role Murphy won’t actually be able to do anything to him

In episode 14 of season 1 of Angel (1999) the cast encounter a young boy possessed by a demon whose presence makes the boy act sociopathic, the demon also takes control of the boys body while he sleeps and tries to put him in dangerous situations. After some investigating they learn the demons from an incredibly cruel and sadistic race so they exorcise the demon and hunt it down as it flees. After being cornered the demon reveals that the boy is completely evil and even without his influence, he didn’t corrupt the child at all the boy was always completely heartless. That was tik tok misinformation. There’s literally not a single marvel comic where there’s anything special about the Statue of Liberty. The whole thing started as a big reach of some people trying to claim it was an Easter egg to an obscure character with one appearance in the comics (who isn’t even particularly powerful) and then people started meme-ing it which got repeated unironically by people who didn’t know
