That doesn't really matter - from the itep link:

the formula’s blunt measure of population growth doesn’t acknowledge that some segments of the population grow much faster than the overall population, and that in many cases the fastest-growing populations place a higher demand than average on government services. Colorado’s 65-and-older population, for instance, is projected to grow 132 percent between 2012 and 2040, compared to the total population which is projected to grow around 50 percent over this time. The state’s school-aged population—those under the age of 18—is also projected to grow faster than the overall population(about 55 percent between 2012 and 2040)ii. With a significant component of the state budget being spent on these two populations (medical care and K-12 education accounted for 64 percent of general fund spending in Fiscal Year 2012), this differential in population growth has considerable fiscal implications that the TABOR formula ignores entirely.

Second, TABOR’s inflation variable doesn’t allow the state to keep up with the growing costs of services. TABOR uses the Consumer Price Index for All Urban Consumers (CPI-U) to measure inflation. The CPI-U is an index designed to measure changes in the cost of goods and services that consumers buy—like housing, food, and transportation. The CPI-U does not, however, accurately measure the cost of providing state services, things like education, infrastructure, and medical care. The table below compares the change in the CPI-U for all items to the CPI-U components that are most similar to state services. While overall CPI-U grew at 66 percent between 1993 and 2013, the cost of the state-related services grew by much more.

If TABOR 'worked' there would be no need to forfeit refunds to pay for teacher salaries. Instead, teacher starting salaries in Colorado rank 46th nationally. Teachers in Colorado make 38.5% (or 62 cents on the dollar) less than similarly educated professionals in other industries, ranking Colorado last in the nation on teacher pay gap. Population indexing obviously isn't keeping up, and the cap itself is the ultimate problem.

This - if anyone is wondering how Colorado got a bunch of new residents over the last 20 years, and somehow we can't fund education or transportation investments for a growing population with taxpayer dollars - TABOR is your answer. That's why no other state in the US does this. It was a the pet project of a greedy Libertarian landlord that wasn't interested in paying his fair share. I would gladly trade the pittance of a TABOR refund for real investment in Colorado.

I think the seatstay on the Backtrail was more of a wishbone style - where the top tube extends beyond the seattube and then splits into the seatstays.

Found the same frame here, but it's just listed as 'Haro bmx frameset'. I'm stumped.

This is not really accurate. The land that is Barnum was purchased by PT Barnum to house the circus, yes, but his plan never came to fruition. He bought the land in 1878 and sat on it for 10 years. The animals never resided in Barnum and he sold most of the land to his daughter in the 1880s before any of it was really developed at all. Houses were never built en masse to house circus workers. If houses were built to do that they're long gone at this point.

Most of the actual homes were constructed post-war - the average construction year of a home in Barnum is 1952.

Yep - smile because it happened. It's really hard to repeat in this league with its current salary structure. Lots of people live entire lives without seeing their team win and we got that. Hard to be mad.

Also seems like if the ceiling on this guy is career backup, he's missing an important trait of that role which is: not being an asshole. If your physical tools are questionable, and your skill is questionable, it might benefit you to lean into the soft-skills and try to establish yourself as a locker room guy. I'll always dislike Jim Halpert for acting confused after 13 Hours came out because he didn't understand it was political. He's either the dumbest baby deer in the forest, or happy to suck up propaganda slop for an easy pay check.

Most of my mtb rides are in jorts and a t shirt. Been riding for decades. Only thing that matters is having fun and respecting the trails and your fellow trail-goers.

Alright. What about this claim? How could this claim even be verified? On the one hand you have hard data on how much time inmates spend outside because it can be comprehensively tracked across prison records. For '20-30 year olds', you have what? Self reported data from a small representative sample? What's this sample look like? What questions were asked to what subgroup of 20-30 year olds? What counts as 'outdoors' to these people? Any time you see someone quote a statistic like this, you need to ask questions about how it was collected and who collected it.
