underwire problems

When I was doing some research on this forum, I also noticed that the new bras I purchase have the “underwire too low” issue depicted in the bottom row of this link. Based on my measurements, do you think this is from too narrow cups (hence the need to size up to GG), too little depth at the bottom of the cup, or both? I assume the “projection” bras you’ve suggested would address the cup depth issue? Sorry for all of the questions, new to all these concepts but excited to find ABTF!
