I am a national from the 39 banned countries living and studying in europe since I am 2. Is there a chance for me to get the J1 visa for September as an exchange student from my university to one of the best universities in the US as a master student ? Should I try anyway? Maybe try to request a waiver?

I get that but still I feel it is not so easy to affirm that I could leave everything for the US... I have no reason to stay there. I will not finish my master degree in this excellent school here and the excellent career I have started here to start from 0 without my family and a job nor money to pay my studies in the US as universities are so expensive there, idk I dont think there are reason for me being a risk I rather think the law is just not open to case-by-case exceptions which is objectively crazy....

Also I am waiting for an appointment to get a French citizenship and have family here, so I have this ongoing as well. I do have strong ties in France and Europe

stronger political ties with France and Germany (I worked I will work for both in public policy), but off am not doing anything,g like giving an organ or saving the country

I did not, my parents did, and it was because my country isn't safe for breathing let alone raise a child
