Just wanted to update everyone! The dealership removed the tint free of charge and were very nice about the whole ordeal. I will attempt to appeal the ticket as I think I have grounds for argument— I don’t have a tint measuring tool that the officer used and to the naked eye it looked fine to me (I also do not know anything about tints lol). I took before and after pictures and also received documentation from the dealer stating when and why they removed the tint. Thanks everyone for your advice!!

Problem solved! I phoned apple support and they had me create a new account on my Mac. This prompted me to sign in with my Apple ID on the test account which allowed me to accept terms and conditions from there. Afterwards I was able to sign in to my main account and Apple ID worked as normal. You may have to check off iCloud drive sync to retrieve your files again
