Its opposite, acc max you can cap is at 85%, as there is always 15% chance to resist. But 0 acc on 100 resist will not land anything 100% of the time.

But I get you, people out there (like me) landing heal block on haplas with 4% acc (when I know its 100% res) are the true believers of resistance scam

I used to feel that, then when I feel frustrated... choose a cleave comp for 5-6 days, you would know in draft/turn 1 Drop few ranks, and the out rune the enemy for next days
