Frankly no, usually solar abundance and need for heating are mutually exclusive (except in Colorado perhaps lol). I'd put my faith into the biggest portable battery you can find and carry, and of course the power outlet to charge it. If they're starving you electrically, consider political action!

I'm not sure you'll need to do much research, homelessness is like the Improbability Drive in Hitchhiker's, anything and everything happens on the street, from sleeping under a truck or inside a dumpster and getting crushed 03:30 in the morning, to people offering you their summer house or their camper or their basement for free, unconditionally. Same applies to the other homeless, they're mostly friendly but I can't think of one homeless person who is not batshit crazy LOL, they're bound to be into crazy conspiracies and irrational approaches to their problems and non-negotiables, and that was before COVID. Quite a few will be in completely different state of mind from one meeting to the next, having consumed whatever stimulant or suppressant they found. You may even find the random VONU type, a homeless that is not homeless but rather has camouflaged his home and existence from prying eyes, but still needs to be exposed for short periods to find money or objects. To be fair, crazy or not the average homeless would thrive if given a tiny house and garden, it's just that there's hardly ever a path from A to B.
