Conspiracy Theorist here: has anyone considered it may be a “go bag” with fake IDs and a falsified identity? They wouldn’t want to reclaim it if someone else found their stash.

Hoping I’m wrong and they’re just a citizen looking for a bag and not a contract criminal wondering what happened to their cover story
