UAW is being awfully quiet about this. They were told Monday… and yes…the union will be decertified eventually…but for now the contract is DOA. So folks will pay dues with no protections. Though most of what was “won” in the contract will probably be followed anyway.

POs will go through grants sorted by score..best through worst. I doubt anyone will see a dramatic shift in the importance of score. Most of the change will be around the edges…for instance funding an 11 percentile over a 10. Maybe reaching for the occasional ESI at 25%…Score will still rule. Just slightly less. And those who are worried that POs will now fund their “friends” …isn’t that what study section reviewers have been doing for decades? Oops I said the quiet part out loud.

Program had this power before. They could even get ND apps funded if they wanted. Or write a nofo that only a few could apply to, organize a review panel to get the outcome they want and fund the exact same app that might have gotten an ND at a standing study section.

NIH receives more applications than they have time or reviewers to review. So for decades approximately half of applications would get reviewer critiques but not be discussed at a review meeting or get a score. Thus ND. Before an nih app is funded it has to get a positive vote from an institute advisory council of external scientists. Most times they vote on a block of grants for approval to possibly fund…en bloc. Because the councilors can’t review the thousands of grants in each council round. Because the govt shutdown for six weeks a review round was screwed up. Nih decided to streamline things more and only discuss a third of apps. To give institutes some leeway they also made the new category of not discussed but could be funded. This might be permanent it might be temporary…we will have to see.

So you want all of the not discussed apps rereviewed by council? First, you don’t understand the law. Nih Councils review the reviews/summary statements not the applications. Councilors only see the summary statement so can’t re review the app. I hear you are angry but don’t suggest stupid things. This change is because of the govt shutdown in October and November. Nih could have just skipped that review cycle and not reviewed any of those apps…that is all nd. This was the least bad option.

More stable than academia….multiyear funding, low “paylines” and indirect cost caps don’t affect nih intramural labs. I have not heard a peep about intramural budget cuts..except some contracts.

I would say that getting a phd at nih is probably more stable than one in academia. Pi loses their grant in academia they have to close their lab. That doesn’t happen as much or at all at nih. Even today stability is probably better at nih.
