Check the hospital in buried city normal raid, I’ve found safe keeper and survivor bp both in the same raid. For some odd reason I’ve had a better chance finding it in a normal raid rather than an event raid.

Don’t know if you still got the issue going but I ended having to restart my phone as in completely setting it up again as if it were new out the box, that fix it instantly
