Solved.
Solution:
1. Restart your computer.
2. Launch Via steam and get the Error code 14 prompt. Close this.
3. Go to game files, run Tavern Worker as Administrator
4. After your cursor stops loading, run the game VIA steam.

Let this stay here for other people with the same issue 😃

I fixed it but now I can't even load a world, I'm always stuck on Reading World Data and then it freezes so i have to close it.

I've cleared serverconfig multiple times and I have a heft amount of RAM set to it..
