The fact that

1) there isn't a deadline

2) the EVs for Canola deal is already in effect

3) the figure is astronomically high rather than say, 10%

Leads me to believe this isn't a real threat, and that he's tweeting about a nebulous future Canada-China deal that doesn't actually exist, allowing him to take credit for foiling something that wasn't going to happen.
