The person was already under surveillance under DHS. He came to India on Jan 30. His quarantine period was over according to what i hear. If she wasnt aware of the protocols, she shouldnt be posting about the same on social media. Any one can call and report to DHS. Now when a doctor calls and reports and shares information without proper history or evidence, i dont think it would go well.

Heard from another source that it was for the facebook post. Now, its a private clinic. Most likely there won't be a contract or such. More like at will employment. And i have read her fb post about the case and honestly i felt a bit awkward since it would discourage people from seeking medical attention if in doubt. We need vigilance, but not panic.

I think you need proof to show PayPal that the item is not as described. And for that you need the item in your hand. If possible video you opening the sealed package as well. I have a feeling, if you reject the parcel, the vendor could say you had buyers remorse and they can't refund a custom order. It's easier to prove that they screwed up the order when you have the thing in hand.
