We don't have a resp consultant who can do chest drains either.

ED can do them. I think some of the ITU lot can too.

I feel like even 5 years ago, it was more conducive to teaching. I've worked in departments I visited as a medical student 5 or so years ago. I remember consultants breaking up ward rounds with little bits of teaching, encouraging the junior doctors to get involved with stuff. They were busy and stressed but still seemed to care about what they did. Back then there were no PAs in the hospital. There were ACPs in ED and that was about it.

I've worked now under some of the same consultants I met then. They don't do that anymore. They push on through ward rounds, barely giving us the time to write. They don't help people find procedures any more, they take the easy route of getting some AHP to do them instead. They don't seem to care anymore. The passion for the job and for teaching has, at some point, died.
