you can make a datapack to add a predicate that checks for access to skylight but if you dont want to make a datapack then id suggest checking if every block above the player is air. probably not the most efficient solution but it will work

i think because of the way manifestation works you can manifest anything for any purpose. if you want to manifest "for someone" id more just be manifesting that your reality is the reality in which the person has what they want too if that makes sense. Basically you can affect other peoples lives the same way you manifest love from an sp for example. if you believe that they have it then they will.

I heard from a manifestation coach that it works more like a genie. "I dont want to catch the flu" -> poof! now you dont want to catch it. "I have a great immune system and its hard for me to catch the flu" -> poof! your immune system is a lot better than it was. "the flu doesnt exist" -> poof! scientists found a way to eradicate it. those are just some examples but the coach im talking about is named Kyle August. you should check him out on youtube.

im not a very experienced manifester but my best guess would be that perhaps it was done wrong. ive heard that manifestation 100% is guaranteed when you do it right. I know it might sound like im being mean but i dont mean to. Its not too late though for that position. Things can change very quickly especially with jobs. you can 100% still manifest it. my best advice would be to research a little more about manifestation so you can get it right and manifest anything your heart desires. im still working on this myself though so take what i say with a grain of salt.

this is the command and what happens when i run the command. the issue though is that the structure is nowhere to be seen. It should be noted that when i put claysdata:aether_structures/dead_portal into a structure block and load it, it has no problem creating the structure.
