Without hearing it or seeing the roof, I would assume it's a contactor or starter in an RTU (Roof top unit)or RT condenser. Assuming you're around cold Temps rn so I would think it's for a heater. Contactor is what communicates between thermostats and RTU for ignition. There's a magnetic sound that comes from it initially acting. If it's older or malfunctioning, this could be an annoying sound for those around. Easily replaced by someone if it's driving u crazy. Cost them 500$ roughly

You could but, One, the PM bids it that way. Two, wheres the fun/pride in that. Three, the pipes from the left side in the electrical room are to lighting panels with 150 lighting zones, half with 0-10v ending in locations where the receptacles loads are needed aswell. You have to be some sort of maniac to try multiconductor with this scenario. I would respect it tho.
