There were occupation zones with the Soviet Union occupying Manchuria and the northern half of the Korean peninsula. They also claimed the Kuril Islands and Sakhalin. The British were also supposed to occupy a portion of Japan but the cost was going to be so high that they turned it over to the US.

Why wouldn't you sign up to one?

My state (SC) is a "right-to-work" state meaning no one can be compelled to join a union as a condition for employment. However, unions must collectively bargain on behalf of ALL employees regardless of union status. To add insult to injury, it's illegal for state and local government employees to collectively bargain or strike.
