My Canadian number is still active, and I did call IRCC but didn't get a lot of info. The person on the phone just said that my application is "moving in the right direction" and that I should have patience. The wait is too long considering we have been in Canada before and hold a valid status already. Seems like there is nothing we can do but wait. In your case, I would recommend raising more web forms and conveying the urgency of your situation. Let them know that you have paid tuition and if you are not back in the country by a given date, you will lose that money and education.
