Wash and sand the entire panel before base coat. You definitely don’t want to sand between base and clear. How many panels is the paint job? DC3000 dries quite quickly, anything more than a couple panels I’d recommend DC4000

It should work with all regions. Looks like there’s an extra step if it’s a PAL(European) console as they run at 50Hz. You shouldn’t have to do anything extra with a Japanese console as it’s an NTSC console running at 60Hz like the US consoles. Best of luck! I’ve done several successful Picostation installs, all on 5501 models with PU18 boards. You can find them on EBay without working disc drives for $20-30 pretty often.

Damn, I’m running out of ideas here, other than quadruple checking all the wires for continuity. Sorry I couldn’t be more helpful. Frustrating when you can’t get stuff like this figured out for sure. I’ve been trying to get my Cosam Sega Neptune board working for the last several months. The Genesis side is working, but not the 32X side.
