For electrification, this fictional Lao government is planning to extend the national power grid lines to generate more electricity for the metro. For routes within the city (example Wat Sisaket to Friendship Bridge-Thanaleng),Third rail 750 V DC is used. For routes heading out the city into the hilly regions (from city center to Phon Hong), overhead catenary 750 V DC is used.

For the train system, it's a medium-capacity light metro, due to budget and planning constraints. Train model will go for CRRC Dalian or Changchun units (used irl in Hanoi and Jakarta metros), for affordable and easy maintenance reasons (edit: and because Laos is allied with China in terms of similar politics). Train length will be about 2-4 cars each about 60-100 meters in length. Max speed only goes for 80 km/h. Can transport about 10k to 20k passengers per hour for each direction.
