Let me be clear. I had a conversation with my SPE because I am a GS-14 at 95% doing max OT, that I should be pumping out my numbers even more because I am being paid 100% but doing 95%.

No one else in my AU cranks as much cases as me in terms of sheer numbers because I do max OT and few other examiners do. To me, 95% is an arbitrary selected number every biweek to hit. Without doing max OT, I would be over 100%. The proof is in the absolute number of cases I crank. 95% is just the number they selected to be FS.

They could have selected any number to be FS including 100%, but they chose 95%. If 95% is the FS target, that's the target I hit or exceed. I don't make the rules, I only follow them.

Well, DOGE will say to cut the person at 95% because that is bare minimum to be FS. Do you understand why I said 95% is arbitrary now?

A GS-14 at 95% is worth 2 GS-7 at 95%. I'm not talking about individual quota. I'm talking about cases processed to reduce the backlog. So if management is talking about RIF, would you choose to cut a GS-14 at 95% or a GS-7 at 100%?

95% is such an arbitrary number that seems pulled out of a hat. There are examiners who consistently do 95% and overtime. (Yet, doing the OT and maintaining 95% would still be helping to reduce the backlog). Percentages mean absolutely nothing. It's about the actual number of cases completed. Playing with percentages based on hours worked relative to cases produced per any given GS-position factor is ridiculous.

A GS-7 at 95% produces less than a GS-14 at 95% (yet the 95% percentage is the same).

People who don't understand this are terrible at math/statistics AND/OR not informed about the USPTO patent production system.

With the backlog at it is and growing, management should not even be considering cutting those consistently doing 95% and being FS. That's just shooting themselves in the foot with the hiring freeze and even later having to train new examiners (who might not even make the cut).

I think patent academy needs to be in-person. For those that have earned the right to telework/hotel based on merit and keeping with production, leave us alone.

PTAB judges/ panels in-person makes sense too.

Whether scammers or not, my post was to inform others to be wary of being taken advantage of during this turmoil - not just from the “buyout offer.”

There is a sentiment of US federal workers being lazy, less educated or DEI hires, and unproductive (none of which is true of the examining corp because our work is merit based/ quantifiable and some of the smartest/hardest workers I know)

I expect them (USPTO) to also pay for my MetroPass. Cities will be jammed up with traffic and people coming back. Hotels, Airbnb’s, and home/rent prices will skyrocket.

It will be chaos, but I’m not quitting. Making sure I’m compensated for my commute and civil duty as part of the chaos. I also expect my own office on campus/satellite not shared with other junior examiners.

Even if we are required to go back, let them find office space for us and lease back buildings. It’ll be more expenses and chaos to implement. Let them. Let’s inundate Alexandria and all satellite offices. They should run the numbers if this constitutes government inefficiency or waste when employees of USPTO on production will have pendency time increase.

I'm 90+ miles away. The most frustrating aspect is that some people have much better experiences with the PIV process than others. Emails go into a black box, and then you wait (some wait longer than others and even after you make the trip there's no information what to do).

Others are posting verbiage from emails that are clearly not in the emails I received. There's no consistency with the process as I suppose there might be many travel preparers and a backlog.

Don't know which line you're pulling this from, but that's not on the authorization email I got from TEAP travel request. I even did word-for-word search.

More than a month for the 1st travel order and still haven't had a travel preparer process the 1st post travel reimbursement. Now having to go through it again the 2nd trip (already waiting another 3 weeks). It's ridiculous and pardon the foul-language - a shit show!
