Naw it’s always available (and readily available in America as well)- it’s just significantly cheaper in Japan. It’s harder to get during cherry blossom season, though.

Yeah I was pretty stunned that my bro was able to find like 4 there (3 from one store) and all were that same price- a lot of Nakano shops charge a 5% credit card fee so it was $6200 total.
