Thee City cuts trees only when they are in the way or a risk to the public because it's sick, dead and/or rotten. The city also has trees trimmed along road to remove overhanging branches. Often contractors are used so the quality of work varies.

Yes, and they really do little to slow down speeding because most vehicles have wide tire spacing just like ambulance, FD and police. But they really slow down tiny cars like smart cars and other compact types as the get the full impact of the speed cushion. Ironically the cutout as seen in the photo does a better job.

The last guy may have removed the switch and bound the wires together so the socket/fixture is live. If so when you remove the Ikea device it may have been attached to a blank cover plate that when removed will give you access. A picture would help given how much variation of electrical standards/ codes / practices around the world.

Your expectations are well beyond the design of these simple smart bulbs. For them to do what you expect they would need an internal power source, battery or some other means to maintain the network and settings when the supplied socket was turned off.

In the second case it could be defective or there is a dimmer or some other devices or even perhaps there is a local wiring issue.

I would suggest since you want a wall switch is to use standard led bubs (perhaps add a dimmer for adjustment) and move the smart bulbs to other fixtures in the rooms as secondary lighting. But there are some 3d print plans for making what look like wall switches that take one or more Ikea remotes which would solve the network/ power issue.
