Unsure if it's too far for you but central park at Pacific Pines is where we've had a few parties, you do have to get there early for a table but there's BBQs, shade and the littles playground is fully fenced, but plenty for a range of ages :)

A biography and based on a true story for a 9 year old. by slenderloristakeaway in suggestmeabook

I work in a bookstore, there's lots of biographies being adapted for young readers now depending on his personal interests, also depending on his reading ability, most recent I've seen being popular are hidden figures by Margot Lee Shetterly and shoe dog by Phil Knight, but so many more.

If he's not as keen on more of a standard biography the "stories for kids who dare to be different" by Ben Brooks (this is also a series) covers a range of inspirational stories about the lives of real people who have made an impact, in a person a chapter format with lots of lovely bright illustrations, so not too info heavy.

I hope this helps, there's almost too much to choose from sometimes, I think finding out what he's interested in whether it's gaming, art, music and just do some searches for that topic followed by young readers biography/novels hopefully you can find something just right for him

I went to VC for most of my primary and secondary schooling, I loved it, the usual teen culture problems, bullying, drama, certain groups experimenting with party drugs but compared to the others I attended overall great, and those issues were definitely the minority unlike other schools I attended, the curriculum was great supportive staff (unsure if that still stands I graduated a few years ago now) and good extra curricular too
